Who can qualify to bid on IDOT construction projects?

To qualify for bidding on Illinois DOT projects, contractors must meet specific criteria. The eligibility requirements help ensure that contractors are financially and technically capable of completing public works projects safely and efficiently.

Steps to Qualify for Illinois DOT Bidding

The pre-qualification process for bidding on construction projects with IDOT is governed by Title 44 Illinois Administration Code Section 650. Once a contractor prequalifies, they can bid on construction contracts.

1. Understand your requirements.

See the “Rules for Prequalification of Contractors, Authorization to Bid, and Subcontractor Registrations.” This document outlines your requirements for applying, renewing, and other essential information.

2. Choose categories.

There are 42 available work categories IDOT prequalifies, including Highway Structures, Paving, Drainage, Fencing, Landscaping, and many others. 

3. Get an Illinois Department of Human Rights Number.

This is a requirement for all IDOT contract bidders. You must have an IDHR Number to receive authorization to bid.

4. Submit an application.

You must use the correct form from the DOT to apply: Statement of Experience, Equipment and Financial Condition (BC 8). Include information such as name, address, phone number, and your Federal Employer’s Identification Number (FEIN) or social security number (SSN). You must also provide your IDHR Number.

Send an original signed copy of your application to the following address. Make sure to submit it before the cut-off date.

5. Wait for a Certificate of Eligibility.

If you’re prequalified, you will receive this certificate in the mail and be added to the List of Prequalified Firms in Illinois.

6. Renew your ratings.

Your prequalification is valid for 16 months from the date of your Financial Statement on your application (in Step 3). Submit a new application (original copy) to the Illinois Department of Transportation to renew.
